Is Sark a country?

Not really. And not exactly a part of another one either.

Sark is a self governing jurisdiction within the Bailiwick of Guernsey, which is a British Crown Dependency, which is not part of the United Kingdom.

I know. That is a lot of words for a small island. Let me try again.

The short version

Sark makes its own laws. Sark has its own parliament, called Chief Pleas, which sits in the Island Hall. Sark has its own courts, its own tax system and its own customs. And Sark is loyal to the Crown, in the person of King Charles the Third.

It is not part of the United Kingdom. It has never been part of the European Union.

If you were writing a short answer for a form, “self governing jurisdiction under the British Crown” would do it.

The 1565 charter, and what it still means

Because the arrangement is old. Sark’s constitution goes back to 1565, when Queen Elizabeth the First granted the island to a man named Helier de Carteret on the condition that he settle it with forty families and defend it from the French.

He did. Their descendants are still here. The forty tenements still exist as landholdings. The feudal system was reformed in 2008.

So, roughly, no. But not for the reason you would guess.

What you notice while you are there

None of the constitution is on display. The passport control is Guernsey’s. The money is the Guernsey Pound, tied to sterling and accepted alongside it. The government of Sark is doing its work quietly in a room somewhere.

Self government is why Sark is policed by volunteers. Two Constables and two Assistant Constables work a fortnight on and a fortnight off, and Guernsey Police handle anything serious.

Whatever Sark is, it is not part of anywhere else.
